Punjab Allows Kite Flying After 25 Years with Strict Rules

Metro53 - Lahore (Web Desk) – The Punjab government has issued an ordinance granting conditional permission for kite flying. Signed by Governor Punjab Salim Haider, the ordinance sets specific rules for celebrating Basant, with penalties including fines and imprisonment for violations.

Kite flying had been banned in Punjab since 2001, and the ban has now been lifted after 25 years. However, children under 18 are not allowed to fly kites, and their parents or guardians will be held responsible for any violations.

The ordinance specifies that only thread-made strings can be used. The use of metal or sharp-edged “manjha” will result in a minimum of 3 and a maximum of 5 years in prison, along with a fine of up to PKR 2 million. All motorcycles in the district must adhere to prescribed safety measures.

Police are also granted the right to search suspicious locations or properties, and any violation will be considered non-bailable. For children under 18, the first offense carries a fine of PKR 50,000, and the second offense PKR 100,000. Non-payment will result in action against the parent or guardian.

Kite flying associations must be registered with the respective district deputy commissioner, and kites can only be purchased from registered sellers. Each registered seller and kite will have a QR code to track the manufacturer and seller.

Chief Minister Punjab Maryam Nawaz has initiated this move to revive the province’s traditional cultural festival after three decades.
