Metro53 - ISLAMABAD (Web Desk): President Asif Ali Zardari has reportedly signed the summary for imposing an emergency in Khyber Pakhtunkhwa under Article 232 of the Constitution, with provisions for Governor’s Rule under Article 234, according to sources and a statement attributed to the President’s House.
The presidential announcement cited a sharp rise in terrorist incidents and serious threats to the lives and property of citizens as reasons for the move.
The federal cabinet had approved the proposal to impose an emergency in the province, following which Prime Minister Shehbaz Sharif recommended the constitutional measures to the president.
According to the statement issued by the President’s House, the decision was taken in response to an increase in terrorist attacks and the worsening law and order situation in Khyber Pakhtunkhwa.
The statement said attacks on government installations, critical infrastructure and law enforcement agencies had increased significantly. It also alleged that the provincial government had failed to take effective measures to curb terrorism and lawlessness.
The proclamation reportedly declared that the provincial government could not be run in accordance with the Constitution under the prevailing circumstances.
Under the announced arrangements, the federal government may direct the governor of Khyber Pakhtunkhwa to assume control of all or some provincial affairs.
The statement further said that, apart from the provincial assembly, the governor could exercise the powers of other provincial institutions and officials in accordance with the applicable constitutional provisions.
According to the announcement, the chief minister, provincial ministers, advisers, special assistants and advocate general would be required to relinquish their positions immediately.
The President’s House stated that the proclamation would take effect immediately, citing the seriousness of the security situation in the province.
The development follows the federal cabinet’s approval and Prime Minister Shehbaz Sharif’s recommendation to President Zardari for the imposition of an emergency and Governor’s Rule in Khyber Pakhtunkhwa.
